For a short, scenic trip centred on one iconic bay, Montenegro is hard to beat. For more coast, wilder mountains and better value over a longer trip, Albania wins. The best answer is often both: they border each other near Shkodër, so a combined Montenegro–Albania route is one of the Balkans' great road trips.
